Primes Habitation in Wallonia, last day before the Rénopack

The temporary Primes Habitation scheme ends on 30 September 2026. Here is what you can still submit, what the Rénopack and Rénoprêt change from 1 October, and how to prepare your file with STARC and Optibim.

Today is 30 September 2026, the last day of the temporary Primes Habitation scheme in Wallonia. From tomorrow, regional support for energy renovation takes the form of loans, the Rénopack and the Rénoprêt. Here is what you can still do today, what is changing and how to prepare for what comes next without losing time.

What must be submitted today at the latest

The rule set by the Service Public de Wallonie (SPW) is clear: every premium application (audit and works), including the final invoice, must be submitted by 30 September 2026 at the latest. In her statement, Minister Cécile Neven confirms that works and applications under this scheme must always be finalised by 30 September 2026 at the latest, the day before the new scheme comes into force.

In practice, to remain under the current scheme, you need today:

  • completed works and a final invoice already issued;
  • a complete application submitted online: invoices, proof of payment, technical annexes filled in by the contractor;
  • a copy of the proof of submission, to be kept together with photos of the site.

Please note: there is no automatic transition from a premium application to a loan. After 30 September 2026, a premium application will simply no longer be admissible.

For loans under the old system, the decree of 31 March 2025 provides that Rénopack applications registered before this deadline will continue to be processed under the previous scheme. However, the SWCS points out that registration does not constitute acceptance of the loan or the aid.

Be cautious about certain claims circulating online, suggesting that an audit commissioned in time would guarantee the old scheme for several years. The official communication from the SPW refers to the complete application, including the final invoice. If in doubt, check your situation directly with the administration.

From 1 October, two loans replace the premiums

Financial support for energy saving works or works related to habitability is now managed solely by the social credit bodies: the Société wallonne du Crédit social (SWCS) and the Fonds du Logement de Wallonie (FLW). SPW Énergie continues to manage the Audit Logement (housing audit). For any question about the new support scheme, the SWCS and the FLW are the ones to contact.

  • The Rénopack: an interest free loan combined, depending on household income, with a reduction in the amount to be repaid. It will be available to owners in income categories C1, C2 and C3.
  • The Rénoprêt: an interest free or preferential rate loan, available in particular to category C4 households, landlord owners and associations of co-owners.

Three changes in logic to bear in mind:

  • Regional support will now be calculated globally on all eligible works (roof, insulation, window frames, heating and so on) of the renovation project, rather than item by item. A 5% increase is planned when you use eco materials.
  • For the Rénopack, the beneficiary must hold a real right over the property and commit to occupying it within 24 months of the loan being granted at the latest.
  • The budget is limited: lending bodies will work within a closed annual envelope. A file ready early in the year therefore has a real advantage.

The EPC label (PEB) and the audit become mandatory steps

To obtain the Rénopack, your works must bring the property up to a minimum level of energy performance:

  • initial EPC label (PEB) G or F: reach at least label D;
  • initial EPC label (PEB) E: reach at least label C.

An example: a 1960s house rated F, with a poorly insulated roof and an old boiler, will not receive support if you only replace the window frames. You will need to present a coherent package of works that makes it possible to reach at least label D.

The Audit Logement (housing audit) remains mandatory before any loan application. The report must have been produced or updated no more than one year before the application is submitted to the SWCS or the FLW. The cost of the audit may be included in the investments financed by the loan.

Two special cases:

  • future dwellings and the creation of new dwellings may be subject to an audit, but not to financial support;
  • an association of co-owners must have the entire building audited (type 3 or 4 audit). For common areas, it can obtain an interest free Rénoprêt of up to 60,000 euros per dwelling, with an overall cap of 600,000 euros for co-ownerships with fewer than 20 units and 750,000 euros for those with at least 20 units. Individual heating systems, for example, remain excluded.

What changes in the audit report

From 1 October 2026, the audit report forms the basis for works financed by the loans. Audits drawn up from that date must:

  • include the compliance upgrade of gas and electricity installations in the first bundle;
  • group together recommendations that concern the same wall;
  • propose at least one bundle leading to label D and one leading to label C;
  • target a scenario leading to a decarbonised label A in the roadmap, or explain why this is not possible;
  • recommend only decarbonised heating and hot water systems;
  • comply with EPC requirements (PEB), in particular the Umax values;
  • provide for a complete ventilation system by the bundle that reaches a K45 level at the latest.

The report now indicates the EPC label (PEB) achieved after each bundle, instead of premium amounts. This is very practical for you: you can see straight away which works make you eligible.

Also bear in mind the Passeport Bâtiment (Building Passport), Wallonia's free online tool. It brings together your EPC certificate (PEB), your audit, your invoices and your certificates, and lets you share them with your architect or contractor. It is currently limited to single family houses and will soon be extended to flats.

How STARC and Optibim support you

If your works are finished, you still have today to submit your application. We can review your file with you and check the invoices and technical annexes.

If your project is starting now, the new scheme calls for a methodical approach:

  • Optibim carries out the EPC certificate (PEB) and the Audit Logement, and builds bundles that genuinely target the required label;
  • BimBot surveys your property with a 3D scanner, which makes it possible to precisely quantify the surfaces to be insulated;
  • STARC designs the project, prepares the planning permission where the CoDT (Walloon Code of Territorial Development) requires it, and oversees the site;
  • Optibim checks stability in the event of structural changes, sizes the ventilation and heating, then checks airtightness with a blower door test;
  • Chronoplan organises the schedule to meet the one year deadline between the audit and the loan application.
